Your Truck Surging can be due to a few factors, one could be the Air Intake Throttle Valve is not disconnected. I would double check that it is NOT connected. Reflash ( download the tune again ) and see if that fixed your issue.

Another solutions is for our techs to create your another tune file, this may help with this issue. However, there is a chance it is beyond the tunes and may be required to be taken to a professional diesel mechanic But lets try to create a tune first.
